`Rice millers default, action absent’: ACB unearths ₹44.14 Cr scam at District Civil Supplies office in Kamareddy

Kamareddy: A surprise raid by the Anti-Corruption Bureau (ACB) at the District Civil Supplies office in Kamareddy has unearthed Rs 44.14 crore scam.
Anti-Corruption Bureau (ACB) found large-scale irregularities in the handling of Custom Milled Rice at the District Civil Supplies office in Kamareddy. Investigation has revealed that the government exchequer has incurred a loss of Rs 44.14 crore.
In a press release issued on Sunday, the ACB officials said that the raid was conducted on January 24 at around 12.15 pm at the Civil Supplies office located in the Integrated Collectorate complex, Kamareddy district.
Huge rice shortfall across Kharif seasons
ACB officials found that several rice millers defaulted on CMR delivery over multiple Kharif seasons, but effective action was largely absent.
2021–22 Kharif:
39 millers defaulted; action initiated against only 2.
Shortfall: 581 MT, estimated loss of Rs 64 lakh.
2022–23 Kharif:
37 millers defaulted; action taken against just 2.
Shortfall: 19,529 MT, estimated loss of Rs 41 crore.
2023–24 Kharif:
7 millers defaulted; action against 3.
Shortfall: 5,194 MT, estimated loss of Rs 2.5 crore.
Defaulting Miller continued to get allotments
Despite a criminal case being registered against Green Hills Agro Industries for defaulting on CMR during 2023–24, officials reportedly continued to allot both Kharif and Rabi 2024–25 paddy to the same miller, raising serious questions about official accountability.
No inspections for months
The ACB noted that since September 2025, the District Civil Supply Officer and the District Manager, Civil Supplies Corporation, Kamareddy, failed to conduct mandatory inspections of MLS points and rice mills.
Suspicious transactions under probe
A data entry operator working in the District Civil Supplies Office was found to be involved in suspicious financial transactions. An enquiry has been initiated into the matter.
Officials failed to act, says ACB
Despite massive shortfalls, the District Civil Supply Officer, District Manager, and concerned Deputy Tahsildars allegedly failed to initiate timely action against defaulting rice millers, resulting in substantial losses to the government.
Report to Government
The ACB stated that a detailed report will be submitted to the government, recommending appropriate action against the officials responsible for the lapses.
Public asked to report bribery
The ACB has urged the public to report any demand for bribes by public servants. Complaints can be made through the toll-free number 1064.
