Fact Check
The claim made in the viral post is false.
The water kiosk was set up at Raipur railway station not Delhi and is not related to 'India's preparation for Islamization' or for the 'public to remember Hussain before drinking water'.
NewsMeter performed a reverse image search on Google and found a tweet by a journalist Hussain Rizvi, who shared the image and wrote that volunteers of an organisation named 'Who Is Hussain' had the dispenser installed at the Raipur railway station in Chhattisgarh. He shared the tweet on 5 May 2018.

We tried to find the story behind 'Who is Hussain' and found that this post was also shared by an organization called 'Who is Hussain' on 6 May, 2018. The post was written with a caption, "Imagine the desert of Karbala several centuries ago, where Hussain, son of Ali, and his 71 companions were killed after being kept thirsty for three days. Taking inspiration from Hussain, our volunteers in Raipur (Chhattisgarh) installed a water cooler for passengers at the Raipur railway station."
Inspired by Hussain, the organization set up the kiosk at the railway station to let the poor who cannot afford to buy a water bottle, get to drink water in the scorching heat of May in 2018.
We then visited the official website of the organization to know more about 'Who is Hussain'.
https://whoishussain.org/
https://whoishussain.org/who-
It is evident that these water dispensers were set up to create awareness on how Hussain and his companions died from thirst. The organization had also shared the story of who is Hussain on their YouTube channel.
A Facebook page named 'The Milli Gazette' had shared similar images and mentioned that the organization had set up a water kiosk at Raipur (Chhattisgarh) railway station.
We then found that this picture has been doing rounds for many years and was debunked by The Print and Sunoneta in 2020.
Hence, the viral claim is false as the water kiosks were set up in Raipur railway station and not at the Delhi railway station. The image is of 2018. The water dispenser which states "Who is Hussain, Drink Water Think Hussain" was only to create awareness about the story of Hussain and help the needy.
