GHMC bifurcated: Cyberabad, Malkajgiri to have separate municipal corporations
The decision is expected to strengthen local administration and streamline civic management across the rapidly expanding Hyderabad metropolitan region

Hyderabad: Telangana government has bifurcated the Greater Hyderabad Municipal Corporation (GHMC) into three separate civic bodies.
The administrative reform is aimed at decentralising urban governance and improving service delivery.
The decision is expected to strengthen local administration and streamline civic management across the rapidly expanding Hyderabad metropolitan region.
The existing GHMC will now function alongside two newly created corporations — the Cyberabad Municipal Corporation (CMC) and the Malkajgiri Municipal Corporation (MMC).
The government has also appointed commissioners for all three corporations and issued formal orders to operationalise the restructuring.
Commissioners Appointed
The government has retained R.V. Karnan as Commissioner of GHMC.
G. Srijana has been appointed Commissioner of the Cyberabad Municipal Corporation, while T. Vinay Krishna Reddy will serve as Commissioner of the Malkajgiri Municipal Corporation.
Further, Special Chief Secretary (MA&UD) Jayesh Ranjan has been designated as Special Officer to oversee and coordinate the functioning of all three corporations during the transition phase.
Reorganisation under GHMC Act
The bifurcation has been carried out under Section 3(1) of the GHMC Act, 1955, following a recent delimitation exercise.
With the restructuring, the total number of civic divisions across the three corporations has increased to 300.
While the original GHMC comprised 150 divisions, delimitation expanded this number to 243. In addition, 57 divisions were created in newly merged municipalities and municipal corporation areas, taking the overall total to 300 divisions under the new structure.
Officials said the move was necessitated by Hyderabad’s rapid urban expansion and growing population, which demanded a more decentralised and efficient administrative framework.
Jurisdiction of the Three Corporations
Under the new arrangement:
Greater Hyderabad Municipal Corporation (GHMC) will oversee the zones of Shamshabad, Rajendranagar, Charminar, Golconda, Khairatabad, and Secunderabad.
Cyberabad Municipal Corporation (CMC) will cover Serilingampally, Kukatpally, and Quthbullapur.
Malkajgiri Municipal Corporation (MMC) will administer Malkajgiri, Uppal, and LB Nagar.
The division is aimed at ensuring better administrative convenience and focused development across distinct urban clusters.
Push for Decentralised Governance
The state government stated that the restructuring is designed to enhance accountability, enable faster decision-making at the zonal level, and accelerate infrastructure development.
With Hyderabad emerging as one of India’s fastest-growing metropolitan regions, officials believe that creating three focused civic bodies will improve efficiency in urban governance and bring administration closer to residents.
