Hyderabad: The Telangana State Human Rights Commission (TGHRC) has recommended that the Director General of Police (DGP), Telangana, Dr Jitender, issue strict and binding instructions to all police officers in the State, directing them to refrain from threatening, influencing or coercing any complainant pursuing legal remedies.
Complaint of illegal detention and assault
The recommendation came while the commission, presided over by Justice Shameem Akther, was examining a complaint filed by G Prashanth Kumar and another individual. The complainants had alleged that they were illegally detained, assaulted and coerced by police officials at Santosh Nagar police station in April 2018.
Preventive action suggested
The commission noted that although the matter is currently sub-judice, the allegations regarding police threats and coercion to withdraw the private complaint required preventive measures to safeguard the complainants.
Orders under Human Rights Act
Exercising its powers under Section 18 of the Protection of Human Rights Act, 1993, the commission recommended that the DGP issue clear instructions to prevent any misconduct by police officers in such cases, ensure the safety of the complainants and initiate a preliminary departmental enquiry into the alleged misconduct.
The commission also directed that the complainant should not be harassed and should be allowed to pursue legal remedies without any fear. With these recommendations, the case was closed on July 18.
