Hyderabad: Family members of Shaik Riyaz visited the Telangana Human Rights Commission (TGHRC) for the suo-motu case hearing over his alleged encounter in Nizamabad.

In the case (HRC No. 6745/2025) hearing, his family appeared before the commission alleging severe harassment and physical torture by third-degree methods by the police officials.

Continued police persecution, says family

The family members—Riyaz’s mother, wife and minor children—submitted a written complaint alleging that they are being prevented from entering their own house and are facing continuous police persecution.

Further grave allegations were made regarding a fraudulent monetary transaction involving a deceased police constable, Pramod Kumar.

The family told the commission that the constable demanded Rs 3 lakh, of which Rs 30,000 was paid.

TGHRC orders report from police by November 3

The TGHRC had initially taken suo-motu cognisance of Riyaz’s death based on a newspaper report, previously directing the Director General of Police (DGP), Telangana, to file a factual report by November 24.

Considering the gravity of the new complaint and the allegations of ongoing human rights violations, the commission immediately advanced the hearing to Monday. In a fresh directive, the TGHRC has ordered the DGP to submit a detailed factual report by November 3.

No coercive steps against family members

Crucially, the commission further issued an interim order directing that no coercive steps or harassment of any kind be taken against any of the family members of the deceased Shaik Riyaz. This directive aims to immediately safeguard the family from any further alleged police pressure while the matter is under investigation.

The development underscores the escalating scrutiny on the incident, which began when Shaik Riyaz, an accused in the murder of constable Pramod Kumar, was killed in an alleged encounter. The commission’s intervention now broadens the scope of inquiry from the circumstances of the encounter to death itself to include the subsequent treatment and alleged rights violations against the surviving family members.

Background of the case

Constable Pramod Kumar was stabbed to death on October 17 in Nizamabad.

The police launched a hunt for Riyaz, and he was killed in an encounter in the Government General Hospital in Nizamabad on October 20. The Telangana Human Rights Commission has intervened in the case. Independent fact-finding civil society activists have visited Nizamabad to understand what led to the killing of Shaik Riyaz.
