`One Class, One Teacher’: Andhra to establish 9,600 model primary schools, 175 LEAP schools

New Delhi: Chandrababu Naidu-led NDA government is introducing the Learning Excellence in Andhra Pradesh (LEAP) program to transform the education ecosystem in the state.
On Wednesday, Nara Lokesh, Minister for Education, met Union Education Minister Dharmendra Pradhan in New Delhi. She briefed him on the reforms being undertaken by the new coalition government to enhance educational standards in the state.
A total of 9,600 model primary schools are being established across the state, following a “One Class – One Teacher” policy. Additionally, 175 LEAP schools—one in each Assembly constituency—are being developed with world-class infrastructure. Around 700 upper primary schools have been upgraded to high schools. Schools are now being awarded star ratings based on academic and infrastructural standards.
A Teacher Transfer Act has been implemented to ensure promotions and transfers are done transparently, based solely on seniority, free from political interference.
Parental Involvement :
The Union Government has sanctioned 80 PM SHRI schools and 79 hostels under the PM-JANMAN scheme for Andhra Pradesh. The state has also received ₹186 crore for the development of STEM and computer labs. Under the Mana Badi – Mana Bhavishyathu program, PM SHRI schools are being further developed. Plans are underway to establish 125 autism schools with central government support.
To foster parental participation in education, a Mega Parents-Teachers Meet will be organized across the state on July 5. Student performance updates are being regularly communicated to parents via WhatsApp. School Management Committees are actively involved in infrastructure development. Weekly consultations are held with teachers’ unions and best-performing educators to gather feedback and ideas.
Minister Lokesh invited the Union Minister to attend the Mega PTA event on July 5. He also requested that Andhra Pradesh be allowed to host the Education Ministers’ Conclave in August—a proposal that was accepted.
Empowering Underprivileged Students :
A Guaranteed Foundational Literacy and Numeracy (FLN) program is being launched in primary schools. As part of active learning efforts, techniques such as clickers, summary videos, prescriptive homework, and the PAL model are being implemented.
The Vidyashakti initiative has been rolled out in 30 government junior colleges to support underprivileged students. Semester-wise textbooks and assessment booklets are being distributed. A new project, ‘A Aa – Akshara Andhra’, has been launched to achieve 100% literacy within three years.
Furthermore, 255 Mental Health Counselors have been deployed across government schools to support students’ psychological well-being.
