Theater bandh controversy: Pawan Kalyan orders probe, stricter rules for management of cinema halls

Amaravati: Deputy Chief Minister Pawan Kalyan emphasised that any request for movie ticket price hikes, including for his own films, must go through the proper channels—specifically, the Film Chamber.

He made it clear that the management of cinema halls across Andhra Pradesh should be conducted with strict oversight to ensure quality services for audiences.

He instructed that film producers and their representatives should approach the government only through the Telugu Film Industry Council, rather than acting individually, especially when seeking ticket price revisions for new film releases. This applies to upcoming releases like Hari Hara Veera Mallu as well.

Pawan wants strict departmental supervision

Following this, Minister of State for Cinematography, Kandula Durgesh, updated the Deputy CM on the recent closure of cinema halls, departmental actions taken, and current developments.

In response, Pawan Kalyan made several key recommendations. Whether it concerns ticket pricing or theatre management, he insisted on strict departmental supervision.

Exorbitant prices of food and beverages

The Deputy CM also highlighted public concerns over the exorbitant prices of food and beverages like popcorn, soft drinks and bottled water—often costing more than the ticket itself.

He called for regular audits by officials to track pricing and quality and address the monopolistic practices in the food and beverage sector of multiplexes and single-screen theatres. He advised the Cinematography Minister to conduct an investigation into this issue.

Pawan Kalyan pointed out that high food and drink costs discourage families from attending movies. By reducing these prices, he believes audience turnout will increase, boosting tax revenues.

He urged the Tax Department to look into this matter. He also stated that providing drinking water and maintaining sanitation in theatres are basic responsibilities of theatre owners, with local authorities tasked with enforcement.

Cinema hall shutdown controversy

The meeting also addressed the recent cinema hall bandh in the Telugu film industry, including the role of four key individuals, public dissociation statements from two producers, and the initial shutdown call in East Godavari district. The Cinematography Minister briefed the Deputy CM on the investigation's progress.

A producer had publicly alleged that a Jana Sena leader was behind the bandh, and film industry sources suggest that a producer and a politician who owns theatres may be involved. Pawan Kalyan advised the minister to explore these leads thoroughly. He also insisted that even if Jana Sena members are implicated, appropriate action must be taken without bias.

Comprehensive film development policy

To foster a healthier business environment, the Deputy CM said the government would not tolerate threats or coercion against producers, actors, or directors. He assured that industry associations—such as the Telugu Film Industry Council, Producers Council, Movie Artists Association, and Directors' Associations—would be partners in shaping a positive and progressive film business landscape.

Finally, he noted that the upcoming Comprehensive Film Development Policy being prepared by the Andhra Pradesh government should incorporate suggestions from all major film sector associations to ensure a well-rounded and supportive framework for industry growth.
