The claim is false.
In a written reply to a question in Rajya Sabha, Minister of State for Petroleum and Natural Gas Rameshwar Teli gave details of the last five-year revenue accrued on prices and taxes on petroleum products from State and Central.
The data in the viral post have been taken from his reply in the parliament.
Here are two things to keep in mind. The Ministry nowhere has mentioned that it is the revenue of Andhra Pradesh alone.
Second, the details given by the Union Minister are about the revenue received by the state exchequer from the entire 'petroleum sector' (taxes, duties, dividends, income tax, etc.), not just the tax levied on petrol/diesel.
According to the Union Minister, the total revenue from the petroleum sector for all states combined was Rs 2,21,056 crore in 2019-20 and Rs 2,17,650 crore in 2020-21. However, these details for the last two years have been misunderstood as revenue only for the state of Andhra Pradesh.
The details of the revenue received from the petroleum sector by centre and state are mentioned on the website of the Petroleum Planning and Analysis Cell.
However, the Petroleum Planning and Analysis Cell's website provides an overview of how much revenue (e.g., tax, royalty, etc.) has been earned for all states combined, which can be found here.
The Andhra Pradesh government earned Rs 10,168 crore from sales tax / VAT on petroleum products in 2019-20 and Rs 11,014 crore in 2020-21, which take it to a total of Rs 21,182 crore for two years.. Based on this, it is clear that the details mentioned in the post are not correct. However, the Petroleum Planning and Analysis Cell website has given details of sales tax / VAT levied on the sale of petroleum products by state governments.
Hence, the claim is false. The Andhra Pradesh government earned Rs 10,168 crore from sales tax / VAT on petroleum products in 2019-20 and Rs 11,014 crore in 2020-21.
