The claim is misleading.
NewsMeter conducted a keyword search and found a report by Amar Ujala from August 2019. According to the report, NITI Ayog vice-chairman Rajiv Kumar, while addressing the Hero Mindmine summit, had described the economic downturn as an "unprecedented situation." He had said, "From last 70 years, we have not faced this sort of liquidity situation where the entire financial sector is in churn and nobody is trusting anybody else."
Several other news agencies, including ANI, NDTV, and Peoples Samachar, had reported Mr. Kumar's comments.

The NITI Aayog vice-chairman has not made any such comments about the country's economy recently. In fact, earlier this month, Mr. Kumar opined that, "India is on the cusp of the major economic recovery." He further asserted that India will remain the fastest growing economy in the world and ruled out speculations of stagflation as overhyped.
Hence, the claim is misleading. An old news clip of NITI Aayog vice-chairman's comments on the economy is being shared as recent.
