Fact Check
The claim is misleading.
NewsMeter firstly performed a Google Reverse Image Search which directed us to a YouTube video aired on a channel Punjab Tak on September 0, 2021. At 10:36 minutes, we can see Rakesh Tikait addressing the Kisan Mahapanchayat in Muzaffarnagar.
We found tweets by a few mainstream media outlets including Dainik Bhaskar, News 24 about the Kisan Mahapanchayat.

During the search, we found many Twitter users sharing the complete video of the Kisan Mahapanchayat. In these videos, Rakesh Tikait can be seen raising Allah Hu Akbar and the crowd shouting Har Har Mahadev.
