Fact Check: Is Tamil Nadu ranked 18th on Good Governance Index list?
A news card claiming that Tamil Nadu has been ranked 18th in Good Governance Index is widely being shared on social media.

"A Good Governance Index is a list of state governments. Tamil Nadu is ranked 18th. Assam tops the list," reads the English translation of the post in Tamil.

The news has also been shared by Tamilnadu State Secretary -BYSS, SK Palanikumar Yadav on Twitter.

The claim is False
NewsMeter began its investigation by searching for some details about the Good Governance Index.
We found a report published on the website of the Press Information Bureau (PIB) on December 25, 2021. According to the information published, "Union Home and Cooperatives Minister Amit Shah unveiled the 2021 Good Governance Index, prepared by the Department of Administrative Reforms and Public Grievances, at the New Delhi Science Pavilion on Good Governance Day. Tamil Nadu ranks first among Group A states in the category of Judiciary and Public Safety."
Moreover, the report had further stated that the Good Governance Code/Index comprises ten sectors and 58 indicators. They include:
1) Agriculture and allied sectors, 2) Trade & Industry, 3) Human resource development, 4) Public health, 5.) Public infrastructure and utilities, 6) Economic administration, 7) Social welfare & development, 8) Judiciary And public safety, 9) environmental and 10) citizen-centered governance. The Good Governance Code-2021 classifies states and union territories into four categories, namely (i) Other States - Group A; (ii) Other States - Group B; (iii) the Northeastern and Hill States; And (iv) Union Territories."

On further investigation, we found the official document of the Good Governance Index. According to the information published in the document, Tamil Nadu ranks 7th in Group-A overall rankings. Similarly, Assam, which is said to be at the top of the viral news card, is also ranked 7th in the development of hill states.
It is therefore evident that the claim made through the viral post is False. Assam was not ranked first in the good governance index and Tamil Nadu was not ranked 18th. The Good Governance Index also does not provide quality assignments based on the overall state's list.
