Fact Check
NewsMeter found that the claim is false. The video has been clipped to mislead people; it does not show the full context.
We found the video of the discussion published by the Sansad TV on July 21. This showed the topics discussed in the House.
What are the topics that led to the discussion?
It begins with chairperson Jagdeep Dhankhar listing the topics scheduled for discussion in the Rajya Sabha, including the Election Commission of Indiaās revision of electoral rolls in Bihar, the Pahalgam terror attack, Operation Sindoor and the Archaeological Survey of Indiaās findings at Keezhadi.
What did the Opposition say?
He then invited Leader of the Opposition Mallikarjun Kharge to speak.
Kharge raised concerns over the Pahalgam attackers still not being caught or killed and the situation following Operation Sindoor. He also referred to former US President Donald Trumpās repeated claim, reportedly 24 times, that he had mediated between India and Pakistan, calling it an insult and an example of unwarranted external interference in Indiaās internal affairs.
What was Naddaās response?
In response, Dhankhar called on Leader of the House JP Nadda, who began by wishing Kharge on his birthday.
As Nadda started addressing the issue, opposition members created a ruckus. Around 11 minutes and 30 seconds into the video, Nadda, addressing the disruptions, said, āNone of what you are shouting will go on record. Whatever I say will go on record. You should know.ā This remark was interpreted by some social media users as undermining the authority of the Chair and was linked to Dhankharās resignation.
However, the full video shows Nadda defending the governmentās willingness to debate the Pahalgam and Sindoor issues, without delving into their specifics, and also criticising Kharge for revealing details in violation of parliamentary rules.
What was Naddaās statement?
In the video, Nadda can be heard saying, āNothing will go on record. Whatever I say will go on record. You should know.ā A debate was raised about the context of the statement.
In the Rajya Sabha Membersā Handbook (Chapter 9: Rules of Conduct and Parliamentary Etiquette), the rule regarding cross-talk and whispering not being recorded is clearly explained: āDuring a discussion on a calling attention, when some crossātalk was going on between some members, the Deputy Chairman observed: āCrossātalks and whisperings will not go on record⦠unless they have to form part of the proceedings.āā
Naddaās statement breaks this rule in the handbook.
Therefore, we conclude that a clipped video is being shared to mislead people that JP Nadda insulted former VP Jagdeep Dhankar by ādictatingā that only his statements would go on record. The claim is false.
