The advisory dated October 17 2021 claims to be issued by the Inspector General of Police in Kashmir to all parts of the Kashmir zone in Jammu and Kashmir. The advisory said, "All non-local labourers in your respective jurisdictions be brought to nearest police/CAPF/Army establishments/camps just now." This document also has the signature under the name of the originator's signature, SSP PCR Kashmir, For IGP Kashmir.
This document is in circulation in the wake of a terrorist attack on two non-local labourers and injuring another in the Kulgam district of South Kashmir on Sunday.

The claim that the Inspector General of Police, Jammu and Kashmir has issued an advisory to relocate all non-local labourers is false.
Kashmir Zone Police has tweeted refuting the claims. The tweet goes as "Order asking district police authorities to relocate non-local labourers to Police/Army camps is fake: Inspector General of Police, Kashmir."

According to an article in indiatvnews.com, Inspector-General of Police (IGP) of Kashmir Vijay Kumar on Sunday clarified that the order asking district police authorities to relocate non-local labourers to the nearest police and army camps is fake. Earlier in the day, it was allegedly reported that in view of the killings, district police authorities have been directed to bring all non-resident labourers in the valley to the nearest security camps for safety.
Several other news publications also shared the tweet by Kashmir Police that called out fake.
Therefore, the claim that the Inspector General of Police, Jammu and Kashmir has issued an advisory to relocate all non-local labourers is false.
