The claim is misleading.
NewsMeter performed a keyword search which led us to the YouTube channel of 'ABP Ganga'. The video was uploaded on April 9, 2021. According to the report, Kamal Akhtar, a leader from Amroha, gave a controversial statement. "He told people that no IAS or IPS officer in Uttar Pradesh has the courage to say no to him. He made this statement during the Panchayat elections," reads the description of the video.
The team also found Kamal Akhtar's statement which was aired on the YouTube channel 'The Rajneeti' on April 10, 2021.
Fact Check team then took a screengrab of the second part of the video.
The team was further directed to a video aired on the YouTube channel 'Santosh Chaturvedi' on April 25, 2011. According to the description of the video, the man in the video is a Samajwadi Party leader Raja Chaturvedi.
The team also found this video uploaded on the Instagram handle of Raja Chaturvedi dated June 17, 2019. He shared the video with a caption that can be translated as, "On the last day of the budget session, police lathi-charged the people outside the main gate of the Vidhan Sabha."
It is therefore evident that the claim made through the viral post is misleading. The first part of the video is true. Kamal Akhtar had made the controversial statement. However, in the second part of the viral video, the man being beaten up is not Kamal Akhtar, but another SP leader Raja Chaturvedi. The second part of the viral video is from 2011.
