Fact Check:

NewsMeter found the original video on the official YouTube channel of BJP. Modi was addressing a public meeting in Bokakhat, Assam. After Modi says, "Show dreams to the poor, lie to them, make them fight amongst each other and rule," he continues by adding, "This has always been Congress' formula to stay in power." (view timestamp of 35.20). The second part has been edited out and now is being shared without context.

The complete statement that Modi says in Hindi goes as, "Gareeb ko sirf sapne dikhao, jhoot bolo, use aapas mein ladaao aur raj karo , yehi Congrees ka sataa mein rehna ka formula raha hai."

Hence, it is clear that the PM's speech in the viral video is being used out of context.
