NewsMeter found that the image has been morphed.

Fact Check:

NewsMeter performed a reverse image search and found another version of the image in a report by News 18 from 2019. The image is credited to PTI and is captioned "PM Narendra Modi and Home Minister Amit Shah leave after paying their condolences to the family members of former finance minister late Arun Jaitley, at their residence in New Delhi''. The original image has been morphed to add religious skull caps.

The same image was also found in reports by the New Indian Express and Prokerela. After observing the background and Mr. Modi's attire, we noticed that the viral image was taken from here, edited and passed on with false claims.

Clearly, an image of PM Modi and Mr. Shah from 2019 has been morphed to claim that they were wearing religious skull caps ahead of the Assembly elections in West Bengal.
