Fact Check
The claim is False.
NewsMeter performed a Google Reverse Image Search which led us to a tweet by the official Twitter handle of the office of Shivraj on November 17, 2021. The Twitter handle shared a video that had the entire explanation of the video clip.
The man who is being claimed to be a staff of PM Modi is actually the collector of Bhopal Avinash Lavania. Avinash had actually gone to Shivraj Singh to discuss something important.

Taking a cue from this, the team performed a keyword search which led us to the Twitter handle of Collector of Bhopal on November 17, 2021. In the tweet, the collector of Bhopal had denied the viral claim stating that "a video is going viral on social media claiming that Chief Minister was being stopped by a security officer during PM's visit to Bhopal, I completely deny it. @CollectorBhopal Lavania."

Meanwhile, a report by the Navbharat Times had also shared the video clip.
