A video showing Prime Minister Modi is circulating on social media with claims that he made controversial religious remarks in the context of the Pakistan-Afghanistan conflict.

Fact:The claim is false. The video is manipulated using Artificial Intelligence (AI).
Hyderabad: A video going viral on social media claims that Prime Minister Narendra Modi has made controversial statements regarding the Pakistan-Afghanistan conflict.
The video shows Prime Minister Narendra Modi addressing a crowd. He can be heard speaking in Hindi saying, “To establish Hindu Raj, we have to first of all finish the Muslim community. This is why we gave money to Afghans, so that they fight with Pakistani’s.”.
The video was shared with the caption, “Breaking News:PM Modi addresses Indian public in the wake of Trishul Military exercises. He has again expressed his desire for Akhand Bharat by his nefarious plans of making Afghans fight Pakistan.” (Archive)

NewsMeter found that the viral claim is false. The video is manipulated using Artificial Intelligence (AI).
Using reverse image search of the viral video clip keyframes, we found a YouTube video live streamed by DD News on October 31. The visual similarities in the videos confirm that they are from the same speech by PM Modi.
The video was shot during the Rashtriya Ekta Diwas celebrations marking the 150th birth anniversary of Sardar Vallabhbhai Patel. In the 2 hour 26 minutes long live stream, PM Modi can be seen addressing the crowd for almost 40 minutes, from 1:44:54 minute mark to 2:25:13 minute mark in the video.
In his speech, PM Modi did not make any controversial statements about making Afghanistan fight against Pakistan.
Upon analysing the video further, we found that the video is likely to be digitally altered as the audio of PM Modi speaking is robotic, and unnatural. The 45-second-long video is made using a duplicate video clip, where the lip movement is different but the mannerisms,facial expressions and the body language is the same.
The same can be observed in the video below where the first 19 seconds of the video clip is the exact same as the next 19 seconds, with an exception of the movement of the mouth.
Deepware, an AI and deepfake detection tool, determined that the video is ‘Suspicious’.
Press Information Bureau (PIB) posted on X, stating that the video is AI generated. created with malicious intent of harming the country’s social harmony and amity.
PIB further added that the video is being circulated by pro-Pakistani handles. “This is an AI-generated fake video. Prime Minister Narendra Modi has not made any such statement. Such videos are created with the malicious intent of harming the country's social harmony and amity.”
Therefore, it is clear that the viral video is manipulated using Artificial Intelligence (AI). NewsMeter determined that the viral claims are false.
