The claim is misleading.

According to a report published on a website 'Pratidin Time' on August 20, 2021, a puchka vendor was arrested in Guwahati for mixing his urine with water.
A video of this incident had gone viral on social media which is how the incident came to light. The accused was identified as 60-year-old Akrul Sahani, a resident of the Bhoothnath area. Once the visuals surfaced, locals were quite angered. According to the report, the police are still investigating the whole matter.
Another report published by Gplus News published on August 09, 2021 stated that after this video went viral, people got angry on social media. After this, the Guwahati Police swung into action and arrested the vendor.
We also found a video published by a YouTube channel 'Prag News' aired on August 19, 2021. According to the description of the video, Bharalumukh police officials arrested a puchka vendor who contaminated the water with urine.
News channel named 'DY365' on Facebook on August 19, 2021 similarly identified the man in the video as Akrul Sahani.
It is therefore evident that the viral claim is misleading. The incident of puchka vendor contaminating the water with urine is true. The vendor was identified as Akrul Sahani and not Khalil.
