The claim is false because the person who killed the cow is not a Muslim but a man named Ishwar Dhruv as confirmed by police officials investigating the incident.
NewsMeter found a tweet related to the incident that mentioned, "A man ran over a cow with his tractor in Bilaspur, Chhattisgarh. He was arrested after the cow's owner filed a police complaint. False claims on social media allude that the accused hails from the Muslim community."

We have also found a news report which stated that the cow was killed by a man named Ishwar Dhruv and the police officials have taken strict action against the drunk driver.
According to the report in the newspaper, the driver who was drunk ran the truck over a pregnant cow at 11 pm in the night killing it on the spot. This issue was reported to the police officials of the region, who started their investigation immediately. According to the police officials, the tractor belonged to Sonu Yadav but was driven by Ishwar Dhruv that night. Ishwar was arrested by the police and the tractor was taken into police custody.
IBC24 News channel had also reported about the incident that took place in Bilaspur, Chhattisgarh. It is clearly mentioned in the YouTube video that the police officials have confirmed that the person who killed the cow was Ishwar Dhruv, who purposely ran the truck over the pregnant cow. He was under the influence of alcohol while driving.
In a report by News 18, Ishwar Dhruv was again mentioned as the driver, who was later arrested.
Several Hindi news channels too have reported on the same incident.
