The claim is false.
NewsMeter, with the help of InVID, divided the video into multiple keyframes and reverse searched them on Google which led us to a report published by Brazilian media outlet Istoé on 2 August.
The article, carrying the viral visuals, said the incident took place in Pérola in Brazil's Paraná on 1 August when the police asked a 17-year-old motorcyclist to stop. However, the boy didn't stop and tried to flee.
Another report said the video was recorded on a Sunday night in the central area in Pérola, Brazil when the police restrained a teenage motorcyclist. The teen saw the police vehicle and drove through several streets at high speed, reported Obemdito on 2 August 2021. We also found a longer version of the video along with the news report.
We then used keywords to search Google and YouTube and came across longer versions of the viral video that can be viewed here.
We took screengrabs from the YouTube video and compared it with ones from the viral video.
Next, taking a cue from here, we were able to trace the location on Google Maps and found that the area seen in the viral video is indeed located in Brazil.
Evidently, a video from Brazil was used to falsely claim that it showed a terrorist being arrested in J&K's Srinagar. Hence, the claim is false.
