The claim is false.
NewsMeter, with the help of InVID, divided the video into multiple keyframes and reverse searched them on Google which led us to a report published by Brazilian media outlet IstoƩ on 2 August.

Another report said the video was recorded on a Sunday night in the central area in PĆ©rola, Brazil when the police restrained a teenage motorcyclist. We then used keywords to search Google and YouTube and came across longer versions of the viral video that can be viewed here.
We took screengrabs from the YouTube video and compared it with ones from the viral video.
Next, taking a cue from here, we were able to trace the location on Google Maps and found that the area seen in the viral video is indeed located in Brazil.
Evidently, a video from Brazil was used to falsely claim that it showed a terrorist being arrested in J&K's Srinagar. Hence, the claim is false.
