The claim is false.
This image does not show the night view of Paris from the ISS. NewsMeter found the same image on PhotoCircle, a gallery for hand-picked fine art photography and illustrations. The viral image is an artwork designed by Videomaker and Photographer Georges Amazo.
NewsMeter found the same image on the Instagram page of Amazo (@georgesarmando). The image was uploaded with hashtags like creative optics, the art of visuals, etc.
Evidently, the claim of this image showing the night view of Paris from the ISS is false. This is digital artwork.
