NewsMeter ran a reverse image search and found the same visuals were created and posted online on 2nd Sep 2019 by BaadalNanjundaswamy, an artist and activist based in Bengaluru. He also tagged the city's municipal authorities on his tweet to attract their attention to the distressful condition of the roads.

In the keyword search, we found that the video was viral in 2019. The artist received immense love and support from people from India and abroad on his humorous yet serious approach to the issue.
We found multiple tweets in which people were asking him to lend his spacesuit.

For further confirmation, we searched for a media report and found one dated 5th Sep 2019. This confirms that the video is from Bengaluru and not from Jammu and Kashmir.
