Fact Check
The claim made through this video is False.
Claim 1: In order to find the truth behind the video, Newsmeter with the help of keywords searched for this video, which directed us to a YouTube video that was aired in 2017. The video was aired by NNIS News headlined as 'Sri Lanka PM Holds Talks with Sonia Gandhi and Manmohan Singh'.
The video by NNIS News was described as 'On his four-day visit to India, Sri Lanka Prime Minister Ranil Wickremesinghe met the opposition party leader Sonia Gandhi and former Indian PM Dr. Manmohan Singh.'
A report by ANI also reported the visit of Sri Lanka Prime Minister.
When we played the video, it was found that the viral clip was a part of this video. While playing this video, we also noticed that both Sonia Gandhi and the then prime minister of Sri Lanka Ranil Wickremesinghe offered Dr Manmohan Singh a seat and did not look as to how the claim was made.

Claim 2: The video also claimed that Dr. Manmohan Singh was the prime minister when this news was out. However, Dr. Manmohan Singh served as the prime minister of India from 2004 to 2014, while the news and the video were shot in 2017.
Evidently, the viral video is an old video as the claims made by the users were false. Dr. Manmohan Singh was not the prime minister in 2017.
