Pavel Durov is the founder and owner of messaging app Telegram, which has more than 500 million users worldwide. Durov has made Telegram free to use; it competes with messaging apps like WhatsApp, which is owned by Facebook. Durov is known as Russia's Zuckerberg because he also created Vkontakte, Russia's biggest social network.

Newsmeter checked the social media accounts of Pavel Durov, where there is no mention of the purchase or Bill Gates.
Telegram also did not announce the supposed purchase by Gates on its blog or on its Press releases page.
In a fact check done by Reuters, the Telegram team clarified that, as of April 5, 2021, Telegram's press team clarified that the platform "remains fully owned by Pavel Durov"
