The claim is false.
NewsMeter conducted a reverse image search of the video shared in the post. The video with similar scenes was published by the YouTube channel 'Urdu Updates' on March 29, 2020. The video shows Mansehra police punishing violators of lockdown rules.
Responding to a tweet criticizing the incident, the Mansehra police said, "Hazara Province DIG has directed the Mansehra DPVO to file a report on the incident. DIG Khazi said they would not tolerate abuse of power and degrading treatment of humanity."
Based on this, it is clear that the incident took place in Mansehra, Pakistan.
Several Pakistani news organizations published articles on the incident in March 2020.
