NewsMeter did a reverse image search on Yandex. We found Sambit Patra's press conference on Facebook. The image used in the post matches the screenshot of the video at 5:04.
We found no media reports on Sambit Patra's statement. The media would have covered it if he had made such a statement.
We also discovered that the image used in the post was used in a few articles published by 'The Tribune.'
