The claim that Sputnik Vaccine is now arriving in India for Human Trials are TRUE.
The reports about this partnership were published in September 2020, stating that Russia Direct Investment Fund (RDIF), which is piloting Russia's Sputnik V candidate vaccine, currently in Phase 3 trials have partnered with the Hyderabad-based Dr. Reddy's Laboratories to test, and subject to regulatory approvals in India, supply 100 million doses of the vaccine.
Dr. Reddy's-RDIF agreement constitutes the second major international deal for supplying a potential vaccine after the agreement between British company AstraZeneca and the Pune-based Serum Institute of India (SII). The latter will manufacture 100 million doses of the vaccine, of which reportedly half will be for India, stated the report in The Hindu published in September 2020.
According to an article in Live Mint, Dr. Reddy's and RDIF initially planned to conduct only a phase 3 trial of the vaccine, but the subject expert committee (SEC) of the Central Drugs Standards Control Organization (CDSCO) asked Dr. Reddy's to conduct a seamless Phase 2 and 3 clinical trial in India, instead of just a phase 3 study, because the safety and immunogenicity data in overseas phase I/II studies were small and there was no data available on Indian subjects.

India Today conducted an interview with RDIF CEO Kirill Dmitriev, who stated that the Sputnik vaccine will be delivered to India in November – December and they will work with Indian regulators very closely to ensure the timeline.
He also mentioned the same in another interview given to NDTV.
Though there is no recent news about the shipment being dispatched to India, It is TRUE that the Sputnik V vaccine will be sent to India as Dr. Reddy Laboratories have acquired permission to conduct Human trials in India.
