Hyderabad: Cyberabad Policeā€™s Economic Offences Wing (EOW) busted a major land fraud by arresting six people who tried to grab 12.09 acres of government land worth Rs 600 crore using forged documents in Ranga Reddy district.

The accused forged and fabricated documents, manipulating several records to falsely present them as genuine. A case under Cr. No.79/2024 under section 318 (4), 316 (5), 338, 336 (3), 340 (2), 61 (2) BNS has registered against them in EOW Police Station, Cyberabad.

The arrested persons have been identified as Mohd Abdul Razzak, a resident of Hyderabad; Naveen Kumar Goyal, Partner of Geek Builder LLP; J Guru Sai Raj, Senior Assistant who functions as in-charge Joint Sub-Registrar Ranga Reddy district, Balanagar; Mohd Abdul Adil, Syeda Kouser and Afsha Sara, all three are residents of Hyderabad.

The complainant is Kukala Venka Reddy, Deputy Collector cum Tashildar Serlingamplly Mandal.

Brief facts:

The EOW officials said that the accused forged documents and made illegal development agreements of government land valued at Rs 600 crore in collusion with in-charge Sub-Registrar, Ranga Reddy district, at Prashanth Nagar, Balanagar.

The accused conspired to build a commercial-cum-residential mega-complex with a built-up area of 19 lakh sqft across 39 floors, under a 30:70 ratio.

Authorities have traced the fraud to a falsified 1978 document allegedly used to create a fraudulent development agreement between Faizullaā€™s heirs and Geek Builders LLP, managed by Naveen Kumar Goyal.

Joint Sub-Registrar II Guru Sai Raj reportedly failed to safeguard the property by allowing prohibitory-listed property under Section 22-A of the Registration Act to bypass scrutiny, compromising registration records and paving the way for unlawful ownership claims.

On October 11, the accused persons, in collusion with the in-charge Sub-Registrar, executed a `Development Agreement cum General Power of Attorney (DGPA)ā€™.

This agreement includes substantial government land in Survey Numbers 1, 4, 5, and 20 of Raidurg Paigha village, Serilingampally Mandal. Despite the land's prohibitory status, the document was registered in Rangareddy district, suggesting collusion between private developers and officials

Telangana Leather Industries Promotion Corporation Limited (TSLIPCO) has been the genuine owner of this government land in Raidurg Paigha village, Serilingampally Mandal for several decades. This land, measuring 12 acres and 09 guntas, is a valuable government property located in a prime locality.

TSLIPCO recently entered into a lease agreement with the Telangana State Trade Promotion Corporation Limited (TSTPC) to construct a Unity Mall on 5.16 acres within the TSLIPC premises. This vacant land is situated at Survey Numbers 1, 3, 4, 5, 17, 19, and 49, Piaga village, Raidurga, Serilingampally Mandal, Ranga Reddy District.

The Government of India allocated ā‚¹202 crores for this project. The TSTPC has finalized consultants for architectural designs and project management services and awarded the earthwork excavation contract to M/s ONC Constructions Pvt. Ltd., with excavation work commencing on April 4. Further investigation is on, the EOW officials said.
