Ranganath said the agency had reclaimed properties worth thousands of crores while expanding lake areas by removing encroachments

Hyderabad: Preliminary investigation has revealed that Fatima Owaisi College located in Chandrayangutta has been constructed in Full Tank Level (FTL) of Salkam Cheruvu.

Confirming this, HYDRAA Commissioner AV Ranganath said that the final notification is awaited.

Pending final notification

Speaking during an X Spaces audio livestream hosted by the state government’s Fact Check Initiative, Ranganath said that documents examined so far indicate the college stands on the lake’s FTL.

ā€œAccording to the preliminary investigation and documents at hand, it is proved that the college is, in fact, on the FTL of Salkam Cheruvu. The final notification is still pending,ā€ he said.

College’s social impact recognized

Ranganath acknowledged the college’s significant role in serving the underprivileged community. ā€œWe do not see the party, but we see the social dimension. The college built by Asaduddin Owaisi and Akbaruddin Owaisi educates more than 10,000 poor Muslim students, from KG to PG. Many of these children study free of cost,ā€ he added.

HYDRAA’s land reclamation efforts

Highlighting HYDRAA’s achievements, Ranganath said the agency had reclaimed properties worth thousands of crores while expanding lake areas by removing encroachments.

He mentioned that at Bum-Rukn-ud-Dowla Lake, HYDRAA reclaimed properties worth over Rs 1,000 crore, while nearly Rs 30 crore worth of encroachments were removed at Chandrayangutta.

Demolitions without notices permitted by Court

Ranganath pointed out that HYDRAA’s actions follow the Supreme Court’s landmark judgment by Chief Justice B.R. Gavai, which permits demolishing illegal encroachments on water bodies, drainage lines, railway lines, and roads without issuing notices.

Detailed action process

Explaining the procedure followed by HYDRAA, Ranganath said the agency first receives a complaint and examines documents to verify its authenticity. If the complaint is found to be valid, ground inspections are carried out meticulously.

Both complainants and respondents are then called for hearings to submit ownership documents. ā€œIn the meeting, we discuss and inspect everything in detail, with our inspector presenting their findings. After coming to a final understanding, we take action,ā€ he said.

Impact of High-Profile Demolitions

Ranganath also emphasized the public awareness created through major demolitions. ā€œBecause of high-profile demolitions like N-Convention and Gandipet, people are now aware of the importance of checking FTL and buffer zone details before purchasing property near lakes and drainage lines. That is one of the biggest impacts we have had,ā€ he concluded.
