GHMC trifurcation: Telangana allocates ₹500 crore each to Cyberabad, Malkajgiri Corporations

Hyderabad: Telangana government has announced a financial assistance of ₹500 crore each for the newly formed Cyberabad Municipal Corporation (CMC) and Malkajgiri Municipal Corporation (MMC), after trifurcation of the Greater Hyderabad Municipal Corporation (GHMC).
Special Chief Secretary (Municipal Administration) Jayesh Ranjan announced separate General Body meetings held at the Greater Hyderabad Municipal Corporation (GHMC) headquarters at Tank Bund, CMC office at HITEX, and MMC office at Tarnaka here.
Funds to support transition phase
With the reorganisation of GHMC into three corporations, GHMC, CMC, and MMC, revenue collections such as property tax and building permission fees are still being credited to the old GHMC account due to technical reasons.
These revenues cannot be diverted to the new corporations’ accounts until March 31. To ensure uninterrupted civic administration and essential services during this transition period, the government will provide Rs 500 crore each to CMC and MMC as interim financial support.
Focus on Civic Services and Monsoon Preparedness
During the meetings with commissioners and zonal officials, discussions focused on:
Strengthening sanitation systems
Enhancing revenue mobilisation
Preparing in advance for the upcoming monsoon
Desilting of nalas (stormwater drains)
Road repairs and infrastructure maintenance
Three key resolutions were approved to streamline administration across the three corporations.
Officials, including Additional Commissioners and senior civic officers, participated in the review meetings.
Committee to resolve the Asset and Liability Division
Jayesh Ranjan announced the formation of a committee to address complex issues arising from the GHMC bifurcation.
Referring to the experience during the bifurcation of Andhra Pradesh and Telangana, he said that although the GHMC division is not of that magnitude, it still involves intricate matters.
A committee comprising senior officials who earlier worked in the state bifurcation process has been constituted. It will submit recommendations within 10 days on:
Division of assets
Allocation of liabilities
Distribution of debts and responsibilities
The government will take a final decision after examining the committee’s report.
Sanitation Competition and Incentives
To improve cleanliness standards, a sanitation competition will be conducted among the three corporations. Wards and circles that successfully eliminate garbage dumps and maintain cleanliness will receive cash incentives.
The administration plans to involve citizens, elected representatives, and voluntary organisations in this initiative. Certificates of appreciation will also be awarded to encourage participation.
The restructuring of Hyderabad’s civic administration aims to decentralise governance and improve service delivery across the rapidly expanding metropolitan region, with the latest financial allocation intended to strengthen the newly created corporations during their formative phase.
