Hyderabad: Telangana High Court has directed Osmania University Registrar, Dr. Gaddam Naresh Reddy, to personally appear before the court for allegedly failing to comply with directions related to the functioning and admissions of Hindi Maha Vidyalaya.

Autonomous status cancelled over certificate irregularities

Osmania University had issued orders on November 23, 2024, cancelling the autonomous status of Hindi Maha Vidyalaya (Arts, Commerce, Science, and PG Centre), Nallakunta.

The decision reportedly stemmed from the reports that the marks, memos, provisional certificates, and degree certificates issued to 49 students, including 13 B.Com, 27 B.Sc, and 9 BA students, appeared suspicious.

Students who had failed were allegedly recorded as passed, prompting the university to withdraw autonomy.

Institution challenges cancellation in court

Following the cancellation, the college’s Secretary and Correspondent, Sheel Kumar Jain, filed Writ Petition No. 33316/2024 on July 17, 2025, challenging the university’s decision.

Justice Bollam Vijaysen Reddy, after reviewing the matter, directed Osmania University to allow Hindi Maha Vidyalaya to admit students for the 2025–26 academic year, permit the institution to conduct semester examinations, and withhold declaration of results until further orders.

The court also indicated that its interim order could be modified later.

Court directives ignored: Petitioner alleges

Despite the orders passed on July 4 and July 8, 2025, the institution alleged that Osmania University did not restore its status on the DOST undergraduate admission portal, the CPGET platform for postgraduate courses, and the list of autonomous colleges on the university website.

The petitioner alleged that both the Registrar and the Vice Chancellor failed to honour the court’s directive.

Contempt proceedings trigger summons

In response, Hindi Maha Vidyalaya filed a contempt case for non-compliance. After hearing the plea, Justice B. Vijaysen Reddy issued a Form-1 notice, asking the Registrar to appear before the court in person. Further hearing in the matter is expected shortly.
