Hyderabad: Chairman of Sameer Hospital arrested in lethal drug case
Wife of the Anesthetist Dr Ahsan Mustafa Khan was arrested during the operation, while the doctor is still absconding

Hyderabad: The Telangana State Anti-Narcotics Bureau (TSNAB), Cyberabad Police (SOT Rajendra Nagar and Rajendra Nagar PS) jointly busted a drug racket that was handled by a doctor at his residence. Wife of the Anesthetist Dr Ahsan Mustafa Khan, Shoaib Subhani, chairman of Sameer Hospitals and four others were arrested during the operation, while the doctor is still absconding.
What happened?
On January 19, the TS-NAB along with Rajendra Nagar Police raided Sameer Hospital with two Inspectors of Drug Control Authority, and apprehended five persons, who were illegally dealing with procurement and selling of essential Narcotic Drug i.e., Fentanyl Citrate Injection Ampoules without any valid NDPS-II license.
The connivance between the Distributer, Sameer Hospital Management and forgery in the name of Dr.Shaik Saleem Oncologist is proved.
Who are the accused?
The accused were identified as Shoaib Subhani (37), chairman of Sameer Hospital, Mehdipatnam, Mohd.Abdul Mujeeb (47) hospital director, Syed Naseeruddin (28), pharmacist, Mohd.Zaffer (27) sales executive/pharmacist, Gopu Srinivas (52), managing partner of Medicare Pharma Distributors, Himayathnagar and one more accused Dr.Ahsan Mustafa Khan is absconding.
What are the illegalities?
-Fentanyl Citrate is an essential narcotic drug, it has its medical use besides its abuse by drug consumers. Therefore the Drug Control Administration Department has put forth restrictions in its supply, possession and usage as per the provisions of NDPS Rules-1986.
-Fentanyl can be only sold to Hospitals and Nursing Homes having NDPS Licence II. This licence is given by Deputy Director Drug Control Authority.
-Sameer Hospital does not have NDPS Licence II. Medicare Pharma Distributors which has NDPS Licence -I, can not sell to Sameer Hospital which does not have NDPS Licence ā II.
-During further investigation in Cr.No.62/2024 of Rajendranagar PS, Cyberabad the illegal supply of Fentanyl Citrate Injection Ampoules to Sameer Hospital, Mehdipatnam, Hyderabad by Medicare Pharma Distributors, Himayath Nagar, Hyderabad.
During the investigation, it was found to earn easy money the accused persons Shoaib Subhani and Mohd.Abdul Mujeeb along with two other associates have colluded with the accused Gopu Srinivas and sold the Fentanyl Citrate Injection ampoules to the needy customers at the price of Rs.5,000 each and earning money illegally.
"As per their plan the accused persons prepared fake prescriptions and got the supplies from Medicare Pharma Distributors without having any license (NDPS-2 license). The Sameer Hospital is neither maintained proper records of pharmacy nor having any qualified pharmacist," said the officials. It is also learnt that the Medicare Pharma Distributor of the Management of Sameer hospital know that the Hospital does not have any NDPS II Licence from the Drug Controller and have still sent bulk Fentanyl Consignments.
Forged signatures:
On December, 2023 on the forged signatures of Surgical Oncologist, Dr Shaik Saleem, Sameer Hospital Pharmacy got 100 Fentanyl injections on 20 prescriptions dated December 22, 2023 for various ailment lower respiratory tract Injection, HIV, Tibia Bone Fracture, Caesarean Section, Hernia, Umbilical Hernia Repair, K wire fixation, Hysterectomy, D+C Procedure, Tubectomy.
The receipt of these 100 injections was not entered in the pharmacy register. The hospital management stated that 17 injections out of these 100 injections used. When we checked the case sheets, we found no evidence of the patients being injected these 17 injections.
"No patient was billed for injecting Fentanyl is the hospital bill, clearly showing these were meant for the grey market sales," the officials said.
During the raids, the wife of the Anesthetist Dr Ahsan Mustafa Khan, received 100 injections of Fentanyl, out of which 57 were recovered. Remaining 43 are said to have been consumed by the Drug Abuse Addict/Victim. The 53 injections recovered from the house of Dr Ahsan Mustafa Khan and the Sameer Hospital bear the same batch No, date of expiry.
Dangerous Drug trade:
According to the officials, the Medicare Pharma Distributor of the Sameer Hospital are running a dangerous Drug trade and supplying to addicts for illegal gains. One injection of Fentanyl costs Rs 57 and is being sold in black market to addicts for Rs 4,000-5,000.
