GHMC suspends Dy Commissioner Srinivas Reddy for not complying with his transfer order
Hyderabad: Greater Hyderabad Municipal Corporation (GHMC) on Sunday suspended a deputy commissioner for failing to join his new posting after his transfer.
His transfer was part of the civic body’s reorganisation.
Failure to report for duty
According to official proceedings issued by GHMC, V Srinivas Reddy, who was serving on deputation from the Law Department of the Telangana government, was transferred and posted as Deputy Commissioner of Circle-40, Kavadiguda.
Despite clear instructions to assume charge immediately, the officer reportedly did not report for duty or submit a compliance report.
Prima facie dereliction of duty
GHMC authorities noted that the failure to join the new posting amounted to prima facie disobedience of lawful orders and dereliction of duty. In view of the lapse, the civic body decided to initiate disciplinary proceedings under the Telangana Civil Services (Classification, Control and Appeal) Rules, 1991.
Suspension pending enquiry
After reviewing the circumstances, R.V. Karnan, Commissioner of GHMC, ordered the suspension of V. Srinivas Reddy with immediate effect, pending a departmental enquiry. The order was issued in exercise of powers under Rule 8(1) of the Telangana Civil Services (CC&A) Rules.
Conditions during suspension
As per the order, Hyderabad will be the headquarters of the suspended officer during the period of suspension. He has been directed not to leave the headquarters without prior permission of the competent authority and will be eligible for subsistence allowance as per the Fundamental Rules.
Intimation to departments
Copies of the suspension order have been forwarded to the Zonal Commissioner of Secunderabad Zone and the concerned accounts offices of GHMC.
The matter has also been reported to the Municipal Administration & Urban Development Department and the Law Department of the Telangana government.
The suspension will remain in force until further orders or till the completion of the disciplinary proceedings, whichever is earlier.
