Hyderabad: HYDRAA foils encroachment of 6.12 acres of govt land at Kachavani Singaram
Officials clarified that HYDRAA acted only after a survey committee appointed by the District Survey Officer reaffirmed the land as government property

Hyderabad: HYDRAA has foiled the encroachment of 6.12 acres of land in Survey No. 66 at Kachavani Singaram village, Ghatkesar Mandal, Medchal–Malkajgiri district, after authorities confirmed that it is a government property.
After the District Survey Officer conclusively identified the land as government property and demarcated its boundaries, HYDRAA erected fencing to safeguard the area. While houses already constructed were left undisturbed, the remaining land was secured on Monday.
Criminal case registered
HYDRAA lodged a complaint at Medipally Police Station, leading to the registration of Case No. 94 of 2026 under Sections 318(4) and 329(3) of the Bharatiya Nyaya Sanhita (BNS) and Section 3 of the Prevention of Damage to Public Property Act (PDPP Act) against Nallamalla Reddy and Hanumanth Reddy family members.
Officials clarified that HYDRAA acted only after a survey committee appointed by the District Survey Officer reaffirmed the land as government property and the AD Survey team completed boundary verification on Monday.
Plots sold by misrepresenting survey numbers
HYDRAA officials stated that members of the Hanumanth Reddy family illegally entered Survey No. 66 by falsely projecting adjacent private survey numbers 62 and 63, and sold plots carved out of government land.
Documentary evidence confirms that these sales were carried out as part of the so-called Divyanagar Layout. Nearly 50 plots were allegedly sold to unsuspecting buyers by manipulating survey records, officials said.
Application for educational institutions, but the land used privately
Records show that educationist Nallamalla Reddy applied in 2009 seeking allocation of the 6.12 acres of government land for educational institutions.
However, while retaining control over the land, his family allegedly developed a mango orchard spread over nearly three acres within the same government land. HYDRAA officials noted that the remaining portion was illegally converted into residential plots and sold.
Mango orchard on Government Land raises questions
While plots were sold by the Hanumanth Reddy family, Nallamalla Reddy is alleged to have directly occupied three acres of government land by planting a mango orchard.
HYDRAA officials said these coordinated actions amount to an attempt to encroach upon the entire 6.12 acres. As early as 2010, the then Ghatkesar Mandal Revenue Officer (MRO) had issued notices to Nallamalla Reddy regarding the encroachment.
Past violations in Divyanagar Layout
HYDRAA recalled that last year it had taken action against large-scale irregularities in the Divyanagar Layout, spread over more than 200 acres, where roads, parks, and public spaces were ignored.
By removing illegal boundary walls, HYDRAA restored access to 2,218 plot owners, ensuring free movement and ending a situation where land transactions allegedly required approval from Nallamalla Reddy. Following these corrective measures, plot values improved, and residents welcomed the intervention.
Attempts to mislead victims condemned
HYDRAA officials accused Nallamalla Reddy of attempting to shield himself from ongoing inquiries, including those related to alleged forest land encroachments, by placing innocent buyers at the forefront and trying to obstruct enforcement actions.
The agency strongly condemned a press meet organised on Thursday, where affected buyers were allegedly misled into blaming HYDRAA instead of those who sold government land using forged documents. Officials noted that many of the victims are Singareni workers.
Appeal to Media
HYDRA reiterated that:
Survey No. 66 contains 6.12 acres of government land
Private survey numbers 62 and 63 were misused to sell government land as plots
HYDRA protected the land without disturbing existing houses
Responsibility to compensate affected buyers lies with those who sold the land using false documents
The agency stated that this clarification was issued after attempts were made to misrepresent facts at a press conference and urged the media to publish the verified version of events.
