Hyderabad: Jaipur Development Authority (JDA) is contemplating adopting Hyderabad’s successful Transfer of Development Rights (TDR) policy and BuildNow construction approval platform.
This comes after a high-level delegation studied these innovative urban planning tools during their visit to the city.
Jaipur delegation studies urban innovations
A high-level JDA delegation, led by Commissioner Anandhi, visited the GHMC to study its urban planning initiatives. The team included senior officers Preeti Gupta, Ankur Dadheech, RK Sharma, Rushikesh Kolte, and Pankaj Sharma. They interacted with GHMC Commissioner RV Karnan and senior officials.
TDR policy for Equitable Urban Growth
Officials from Jaipur were briefed on Hyderabad’s TDR policy, which facilitates equitable urban land utilisation by allowing landowners to transfer development rights to other locations. GHMC officials explained how the policy supports road widening, public amenities, and infrastructure projects without a heavy financial burden on municipal budgets.
BuildNow: Real-Time Construction Approvals
The delegation also reviewed the BuildNow platform, a digital system that enables real-time approvals for building construction. Officials noted that the platform has streamlined permissions, reduced human interface, and enhanced transparency in urban development, making it easier for developers and citizens to obtain clearances efficiently.
Field visits to Heritage Projects
As part of their study tour, the JDA team visited two iconic urban heritage projects:
Charminar Pedestrianization Project: Demonstrated as a successful example of heritage-sensitive urban planning, improving pedestrian movement and tourism around the monument.
Sardar Mahal Adaptive Reuse: Showcased how historical structures can be transformed into vibrant cultural hubs while preserving their architectural legacy.
Strengthening Inter-City Collaboration
Speaking after the visit, officials emphasised the importance of such engagements to share best practices, replicate successful models, and promote citizen-centric urban governance. Both cities aim to leverage these insights for building smarter, greener, and more inclusive urban environments.
