Hyderabad: Telangana High Court has directed the state government and Beverly Hills Owners Welfare Society (BHOWS) to file their counter-affidavits within four weeks in a Public Interest Litigation (PIL) challenging the alleged illegal transfer of 27.18 acres of government land at Khajaguda village and the proposed construction of eight high-rise towers on the site.

The directions were issued by a Division Bench comprising Chief Justice Aparesh Kumar Singh and Justice Ghouse Meera Mohiuddin after hearing preliminary arguments from both sides.

PIL filed by four MLAs

The PIL has been filed by four Congress MLAs, Janampalli Anirudh Reddy (Jadcherla), Yennam Srinivas Reddy (Mahabubnagar), Dr. Murali Naik Bhukya (Mahabubabad), and Dr. Kuchkulla Rajesh Reddy (Nagarkurnool).

The petitioners alleged that the government land, valued at nearly Rs 8,000 crore, had been illegally transferred to Beverly Hills Owners Welfare Society. They sought court intervention to restrain the Society from proceeding with the construction of eight multi-storey residential towers on the disputed land.

Allegations of official collusion

Appearing for the petitioners, senior counsel Chikkudu Prabhakar contended that the State Government, as the custodian of public property, failed in its constitutional duty to safeguard valuable government land.

He alleged that officials of the Revenue Department and other authorities had colluded with private parties, enabling the unlawful transfer of prime land and causing a massive loss to the public exchequer.

Society defends land transfer, approvals

Opposing the claims, counsel for Beverly Hills Owners Welfare Society told the court that the land transfer and construction permissions were granted after obtaining due approvals from all competent authorities.

He stated that permissions were secured from the Principal Secretary (Revenue), the Chief Commissioner of Land Administration (CCLA), the Ranga Reddy District Collector, and the Tahsildar of Serilingampally mandal. He also informed the Bench that the Greater Hyderabad Municipal Corporation (GHMC) had approved the construction and that the project was now in its final stage.

Court orders filing of counter-affidavits

After hearing the arguments, the Division Bench directed all the respondents to comply with the earlier notices dated July 7, 2025, and file their counter-affidavits within four weeks. The case was adjourned for further hearing.
