Hyderabad: Telangana Real Estate Regulatory Authority (RERA) has directed Speed Projects and Infrastructure Pvt. Ltd. and Legend Estates Pvt. Ltd. to immediately complete the construction of a villa project in Kokapet and hand it over to the complainant as per the original development agreement.

The order was issued on Tuesday following a complaint filed by C.H. Niyanti Reddy, who alleged that the developers had violated the terms of the agreement and proceeded with project changes without the knowledge or consent of the landowners.

Complaint over Agreement Violations

According to the complaint, Niyanti Reddy and other landowners had entered into separate Development and General Power of Attorney (GPA) agreements with Speed Projects and Infrastructure Pvt. Ltd.

However, the company allegedly entered into a Memorandum of Understanding with Legend Estates Pvt. Ltd. as a co-developer without informing the landowners.

The complainant further alleged that while the project was required to be completed within three years of obtaining HMDA approval, the developers sought revised layout approval from the Hyderabad Metropolitan Development Authority (HMDA) without prior intimation to the landowners.

Developers question RERA’s Jurisdiction

During the hearing, Speed Projects and Legend Estates contended that RERA did not have the jurisdiction to entertain the complaint. However, after hearing arguments from both sides, RERA rejected their contention and proceeded with its directions.

RERA’s key directions

In its order, RERA directed the developers to:

Complete the complainant’s villa at the earliest and hand it over.

Release the villas shown as mortgaged security within 15 days.

Register the project with RERA within 30 days.

Refrain from advertising or promoting sales of the project until registration is completed.

The Authority made it clear that compliance with these directions is mandatory and aimed at protecting the interests of the landowners and buyers.

The order underscores RERA’s firm stance on ensuring transparency, timely completion of projects, and adherence to contractual obligations in Telangana’s real estate sector.
