Hyderabad: Chief Minister A Revanth Reddy has unveiled an ambitious plan to transform the Telangana Rising Core Urban City into a global model with world-class infrastructure.
Stressing that the true measure of development lies in quality education, healthcare, sanitation, and mobility, he directed senior officials to prioritize people-centric growth that uplifts the poor and middle class, rather than cosmetic beautification.
Education: Universal Access and Modern Campuses
All government schools, high schools, and colleges under GHMC, corporations, and municipalities will be identified and upgraded.
Institutions will be categorized into three segments: Nursery to 4th class, 5th to 8th class, and 9th to Intermediate, for uniform standards.
Priority will be given to Nursery to 4th class schools.
Modern campuses will be constructed on reclaimed government land by consolidating under-resourced schools.
Free breakfast, lunch, snacks, and transport will be provided, reducing the financial burden on poor and middle-class parents.
The Education Department has been instructed to implement this plan immediately.
Healthcare: Clinics for the Poor
Special clinics will be established to ensure accessible healthcare for the underprivileged.
The Chief Minister stressed that medical facilities should be available to all, without discrimination.
Clean City Mission
Hyderabad will be positioned as a global “Clean City.”
Officials were warned against negligence in sanitation and garbage collection.
Strict action will be taken for lapses, while departments that excel will be rewarded.
Strong Government Infrastructure
No government office will function in rented premises.
Land will be allotted and office buildings constructed on priority.
All Secretariat offices, city institutions, schools, and colleges will transition to renewable energy, with solar power plants installed immediately.
Safeguarding Lakes and Open Lands
Digital land databases will be developed to protect lakes, tanks, and nalas.
Encroachments on government lands will be strictly curbed.
Robotic cleaning of manholes and drains will be made mandatory.
Traffic and Mobility: Tech-Driven Solutions
A traffic study will be conducted to ease congestion.
Advanced signal systems will be installed and integrated with the Command Control Center.
The government will collaborate with Google to address traffic bottlenecks.
Drone policing will be introduced in high-density zones.
Rainwater harvesting wells will be set up at major junctions to prevent flooding.
Integrated Urban Planning
Jurisdictions of municipal bodies, police, electricity, and water boards will be aligned for effective coordination.
With lakhs of families migrating to Hyderabad from other districts and states, the Chief Minister emphasized that urban expansion must be backed by robust infrastructure.
111 proposals under review
Special Chief Secretary Jayesh Ranjan presented a PowerPoint on 111 proposals under five major components for the Core Urban City Development Plan.
Inclusive growth the priority
The Chief Minister reiterated that every proposal must directly improve the living standards of the poor and middle class. “Development should not be limited to cosmetic beautification; it must reflect in people’s daily lives,” he told officials.
Present at the meeting were CM’s Chief Advisor Vem Narender Reddy, Telangana Chief Secretary K Ramakrishna, DGP Dr Jitender, Hyderabad Police Commissioner CV Anand, HYDRAA Commissioner AV Ranganath, GHMC Commissioner Karnan, HMWSSB MD Ashok Reddy, and senior principal secretaries.
