New year parties 2025 : CCTV, noise limits, no drugs, Hyderabad police issues strict event guidelines

Hyderabad: Ahead of New Year’s Eve celebrations on the night of December 31, 2025, Hyderabad Commissioner of Police VC Sajjanar on Saturday released a comprehensive set of instructions for 3-star and above hotels, pubs, clubs, bars and restaurants conducting special events.

The guidelines focus on public safety, noise control, prevention of drunk driving, crowd management and law-and-order preparedness.

Permission & Compliance Requirements

Mandatory prior permission:

All establishments planning ticketed events up to 1:00 AM must apply for police permission at least 15 days in advance.

CCTV and surveillance:

Organizers must comply with the Telangana Public Safety Act by installing CCTV cameras with recording facilities at all entry/exit points and parking areas.

Adequate security:

Managements must deploy sufficient security personnel for traffic regulation, access control and internal monitoring.

Code of Conduct & Performance Restrictions

No obscenity:

Apparel, dance acts, gestures and performances must remain decent. Obscenity or nudity is strictly prohibited.

Noise control:

Outdoor sound systems — including DJs, loudspeakers and amplifiers — must stop by 10 pm as per Supreme Court orders.

Indoor venues may continue sound until 1 am, but noise levels should not exceed 45 decibels.

Crowd, Traffic and Venue Safety

No firearms:

Organizers are strictly warned not to allow firearms at event venues.

Limit ticket sales:

Passes or tickets must not exceed venue capacity to avoid law-and-order issues.

Parking arrangements:

Special parking facilities should be arranged without obstructing traffic flow. Orderliness inside the venue must be ensured.

No minors in restricted venues:

Minors must not be allowed into couple-specific events, pubs or bars.

Strict Ban on Drugs & Narcotics

Organizers must ensure no drugs or psychotropic substances are used or sold at the venue.bFailure to prevent drug use will make management criminally liable. Parking areas and secluded spots should be closely monitored.

Liquor Service & Customer Safety

Liquor hours:

Alcohol must not be served beyond timings permitted by the Excise Department.

Safe transport for drunk patrons:

Pubs and bars must arrange drivers or cabs for intoxicated customers to ensure safe travel home.

No fireworks:

Display or use of fireworks is strictly prohibited.

Fire safety compliance:

Instructions issued by the District or Regional Fire Officer must be fully followed.

Liability Clause

Organizers will be held responsible for any loss, damage or nuisance occurring as a result of their event operations.

Mandatory Advisory to be displayed at all venues

Venues must prominently display a consumer advisory covering the following:

Drunk Driving Rules

Drunk driving is a punishable offence under Section 185 of the Motor Vehicles Act.

Permissible alcohol limit: Below 30 mg/100 ml of blood.

Violators will face police cases; vehicles may be seized if no sober, licensed driver is available.

Penalties

Fine of ₹10,000 and/or six months imprisonment.

Driving license suspension for three months or more, or permanent cancellation.

Additional Instructions:

Minors must not drive vehicles; owners will be held liable.

Silencers of two-wheelers should not be removed; noise pollution must be avoided.

Overspeeding, racing or dangerous driving in public places will be penalised under Sections 183 and 184 of the MV Act.

SHE Teams will be present across the city, and crimes against women will invite strict action.

Designated Driver Awareness

Managements must promote the concept of a “designated driver for the day” to ensure safe travel for groups where one person remains sober.

CP Sajjanar urged all establishments to adhere strictly to the guidelines to ensure a safe, orderly and incident-free New Year’s Eve for citizens.
