Hyderabad: The delay in reconstituting the Telangana Information Commission has raised concerns about the State’s commitment to transparency and accountability. The commission, established under the Right to Information (RTI) Act of 2005, plays a critical role in ensuring that public authorities remain answerable to citizens.

RTI activist highlights risks

Kareem Ansari, a Hyderabad-based RTI activist, expressed concern over the potential consequences of a non-functional Information Commission.

“Delays in reconstituting the Information Commission in Telangana can severely impact accountability and transparency within the State. When the commission is not fully constituted, it can lead to a backlog of cases, delaying justice for citizens seeking information,” he stated.

He further highlighted specific risks associated with the delays:

Lack of Transparency: “Public authorities may take advantage of the commission’s inactivity to withhold information, undermining the public’s right to know.”

Unaccountability: “Without a functional commission, public officials may feel less accountable for their actions, potentially leading to corruption and malpractices.”

Erosion of Trust: “Delays in reconstituting the commission can erode public trust in the government’s commitment to transparency and accountability.”

Pending process of appointments

In response to an RTI query filed by Kareem Ansari, the public information officer of the General Administration Department (GAD) stated that information regarding the appointment of Information Commissioners would be provided once the process is completed.

The letter, dated February 22, 2024, acknowledged Ansari’s queries on:

1. Communication between the Governor of Telangana and the Leader of the Opposition regarding the selection process.

2. A copy of the advertisement issued for the post.

3. The number of candidates who applied and were shortlisted.

However, no timeline was provided for the completion of the appointments.

Impact on citizens

The Telangana Information Commission is critical for addressing appeals and grievances under the RTI Act. Citizens rely on the Commission to ensure their right to information is upheld. Delays in filling the vacant posts can lead to a growing backlog of cases, further complicating access to timely and accurate information.

Call for timely action

Transparency advocates urge the government to expedite the reconstitution process. “The effectiveness of the RTI Act depends on the efficient functioning of Information Commissions. Any delay undermines the very purpose of the Act,” said Ansari.
