`Settlement Addas’: Telangana HC lambasts Rachakonda Police for coercing man to accept Rs 55L to settle civil dispute

Hyderabad: Telangana High Court on Tuesday came down heavily on Rachakonda Police for allegedly pressurizing a petitioner to settle the civil dispute by accepting Rs 55 lakh.

Petitioner illegally detained

Hearing a writ petition filed by Pamu Sudershanam, Justice Tadakamalla Vinod Kumar was shocked to learn that the Nagole Police had confined him from 10 am to 9.30 pm on June 19, 2025. The judge observed that such illegal detention showed the police’s scant regard for court orders.

The petitioner alleged that police personnel pressurised him into settling the case by accepting Rs 55 lakh.

CP and SHO asked to explain

The court summoned Rachakonda Commissioner of Police G Sudheer Babu and the SHO of Nagole police station to explain why a criminal case was registered against Sudershanam despite the dispute being purely civil and pending before the court since 2000. While the Commissioner appeared via video conference, the SHO appeared in person.

Police allegedly accepted Rs 55 lakh

The petitioner alleged that the SHO Nagole detained him and threatened to file criminal cases unless he settled the property dispute with S Janga Reddy, Thurpati Krishna, and Thurpati Ramchander, who had allegedly paid Rs 55 lakh to the SHO to get the dispute settled in their favour. The matter pertains to Plot No. 65 at Krushi Nagar, Bandlaguda, Nagole.

Police stations becoming settlement centres

Justice Vinod Kumar observed that police stations in Telangana have turned into “Settlement Addas”, particularly after the state’s formation, and expressed shock at the police’s overindulgence in private property disputes despite court injunctions.

Need to train police on civil disputes

The court suggested that the Director General of Police take steps to educate police officers on the legal boundaries regarding civil disputes.

Hearing adjourned

The court adjourned further hearing on the matter to the second week of July.
