Telangana HC refuses to stay HYDRAA action on Rs 100 crore Jubilee Hills open land
Hyderabad: Telangana High Court has declined to restrain the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) from exercising its duties over a 2,000-square-yard open plot in Jubilee Hills, estimated to be worth around Rs 100 crore.
The land, located on Road No. 1, is claimed by the Jubilee Hills Cooperative Housing Society as space earmarked for public amenities.
Petition challenges eviction order
Justice B. Vijaysen Reddy was hearing a petition filed by P. Satyanarayana, who contested HYDRAA’s eviction order (No. 1393-/COMM/HYDRAA dated August 19, 2025).
He argued that the order was arbitrary, illegal, and violated his constitutional rights under Articles 14 and 21. The petitioner sought restoration of possession or at least permission to retain entry until lawful eviction by the GHMC.
Claim of private ownership
The petitioner asserted that the disputed land was his private property. He further alleged that the current executive body of the Jubilee Hills Housing Society had been deliberately creating disputes over the site to undermine his rights.
He also questioned HYDRAA’s authority to intervene in what he described as a private land dispute.
Earlier pleas dismissed
Satyanarayana had previously approached both the High Court and the Supreme Court against eviction notices but lost his case. Following these setbacks, HYDRAA issued final orders and evicted him from the property.
HYDRAA, GHMC defend action
Appearing for HYDRAA, advocate Kowutturi Pavan Kumar told the court that the land was earmarked for public amenities, and HYDRAA was discharging its statutory responsibilities on the request of GHMC.
GHMC’s counsel also submitted that the petitioner had already been evicted and had deliberately not made GHMC a respondent in the case.
Court direction
The High Court, after hearing arguments, directed HYDRAA and the Jubilee Hills Cooperative Housing Society to file their counters within a week.
