Telangana HC to hear plea against construction blasts at Nyay Vihar, Jubilee Hills

Hyderabad: The Telangana High Court has taken suo motu cognisance of the large-scale blasting of hillocks at Nyay Vihar, Jubilee Hills, close to the Judges’ residential complex.

The matter came under judicial scrutiny following complaints from locals over the continuous use of explosives by a private construction company to level land for villas and housing projects.

Commissioner’s affidavit before court

On Tuesday, Hyderabad City Police Commissioner CV Anand submitted a detailed affidavit explaining the process behind granting permissions for blasting.

He clarified that under the Hyderabad City Police Act, the CP has the authority to accord such permissions, but only after considering reports from the Petroleum Explosives Safety Organisation (PESO), the Chief Controller of Explosives Organisation (CCO), and the jurisdictional Deputy Commissioner of Police.

Safety checks and timeline

According to the affidavit, PESO and CCO assess whether blasting would endanger nearby residential buildings before recommending approval. Blasting at Nyay Vihar commenced in March 2024 and was carried out under statutory safeguards.

The Commissioner informed the court that all such activities were halted on July 9 in compliance with safety protocols.

Petitions prompt judicial action

A Division Bench comprising Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin heard two separate petitions filed by T Purnachander Chary and another resident of Film Nagar.

The petitioners alleged that the construction firm resorted to round-the-clock blasting, posing risks and inconvenience to those living near the Judges’ colony.
