TGRERA cracks whip: GT Infra, Avinya Avenues penalised for missing deadlines, hiding disputes
From refund orders and fines to halting ongoing projects, the recent rulings offer relief to aggrieved customers

Hyderabad: The Telangana Real Estate Regulatory Authority (TGRERA) said it has held several real estate developers and agents accountable for project irregularities, fraudulent practices and failure to deliver on promises made to homebuyers.
From refund orders and fines to halting ongoing projects, the recent rulings offer relief to aggrieved customers and aim to signal stricter enforcement of RERA norms.
Here are some of the major incidents:
Buyer wins refund in āHappy Homesā dispute
Mercy Thankachan, a resident of Bolarum, secured a major victory against Bhuvanteza Infra Projects after the builder failed to hand over the flat that she booked in January 2021.
Despite paying the full amount, she found her booking shifted without her consent to a different project named āHappy Homes 1ā, along with a fresh demand for additional payment.
Upon investigation, TGRERA found that the project was neither registered under RERA nor did it have the necessary permissions for construction. The builder also failed to appear at any of the scheduled hearings.
The authority directed the builder to return the full amount with 11 per cent interest and penalised broker Devas Infra Ventures for operating without valid registration and misleading the buyer.
Srivari Brundavan Project suspended over non-compliance
In another case, TGRERA has ordered a complete halt to ongoing activity at the Srivari Brundavan project.
Buyers reported that construction had stagnated at 35 per cent, even though property handovers were scheduled between February 2023 and May 2024.
Homebuyers also alleged that the developer failed to provide timely updates and continued selling units in violation of interim restrictions previously imposed by the authority.
TGRERA has demanded that the builder furnish a complete list of buyers, financial documents and a clear timeline for completion before the next hearing on July 11. Non-compliance may invite strict legal consequences.
Waterfront villas developers ordered to complete work by June 30
At the Waterfront Villas project, buyers approached RERA with complaints of poor construction, incomplete villas and missing amenities. Promised for delivery by December 31, 2022, the deadline was extended to December 2023, yet work remains unfinished.
Buyers cited issues like wall cracks, water seepage and a lack of essentials like street lighting, security and water supply. The developers, GT Infra Projects and Devansh Infra, attributed the delays to legal disputes over land, delayed GHMC approvals and the Covid-19 pandemic.
RERA, however, directed the developers to complete all pending works and provide amenities by June 30 without further excuses.
Avinya Avenues Builders accused of hiding land dispute
In a case involving Avinya Avenues, RERA found that the project promoters concealed a critical legal dispute over land ownership. The complaint, filed by Anuj Raj, stated that the land originally belonged to his grandfather, the late Shivraj Bahadur, and was fraudulently transferred in the 1990s to the name of late C Malla Reddy, father of one of the current promoters.
Despite the matter being sub judice, the builders proceeded with construction and sales without informing buyers, violating mandatory disclosure norms under the Real Estate (Regulation and Development) Act, 2016. RERA directed the promoters to formally notify all customers about the ongoing legal case.
