THRC asks DGP to take action against people unauthorisedly using emblems, press symbols on vehicles

Hyderabad: Telangana Human Rights Commission (THRC) has asked the Director General of Police to take action after people were found displaying unauthorized human rights designations, government emblems, advocate and press symbols, and other prohibited markings on their vehicles.
THRC took suo motu cognizance following verified reports and photographic evidence indicating that such displays were misleading the public by implying official or government affiliation.
Vehicles under scrutiny
Three vehicles were identified in the Commission’s findings:
A taxi (TS 17 T 3437) owned by Bari Naveen Kumar, which bore the title “State General Secretary of Human Rights”, the Ashoka emblem, an advocate symbol, and a red ‘Press’ sticker. Officials noted 12 pending traffic challans totalling Rs 6,785.
An SUV (TG 09 A 8485) belonging to Alugaddala Bhoorathnam Govind, which reportedly used sirens on public roads and carried the title “International Human Rights Protection Commission – Senior Vice President, Telangana State.”
A car (TS 09 ES 4687) owned by Mohammed Habeeb, displaying “Human Rights & Social Justice Mission – Telangana State Chief Co-ordinator.”
Multiple legal violations
The Commission observed that the vehicle owners had violated several laws by misusing the State Emblem of India, displaying unauthorised human rights designations, improperly using advocate and press symbols, and operating sirens without authorisation.
These actions contravene the State Emblem of India (Prohibition of Improper Use) Act, 2005, the Motor Vehicles Act, 1988, the Emblems and Names (Prevention of Improper Use) Act, 1950, and the Central Motor Vehicles Rules, 1989.
Directions to State Authorities
Taking serious note of impersonation and misuse of symbols, the THRC issued the following directions:
The Chief Secretary of Telangana has been asked to submit a consolidated report on preventive measures.
The Director General of Police (DGP) has been directed to take action on siren misuse and impersonation.
The Transport Commissioner has been instructed to verify vehicle registrations and unauthorised alterations.
Next Steps
The Commission has called upon the vehicle owners to submit their explanations before the next hearing. The matter has been scheduled for review on November 24, 2025, at 11 am.
