This comes after the court referred to a petition by Mekala Srinivas Yadav, advocate to Julakanti Nagaraju, resident of Kapra, who holds the general power of attorney for the land in Kapra.
According to the police complaint, MLA Bethi Subhas Reddy conspired with K. Goutham Kumar, tahsildar of Kapra, to steal land in Kapra. Goutham Kumar hatched a plan where he, without any notice or orders from the court, sent a group of persons who claimed to have come from the revenue department. The leader of the group Naga Mallareddy and others came to the land with two JCB vehicles on 16 March.
"Goutham Kumar, with the help of goons, forcibly removed part of the fence belonging to my client's land in Kapra village. One of the JCB drivers attempted to kill him," said Mekala Srinivas Yadav.
He said that even after Goutham Kumar was served a copy of the High Court's orders desisting him from taking action, the latter employed goons who impersonated government officials and verbally threatened the complainant. Except for the designated revenue inspector the rest pretended to be from the government while also using vehicles that have 'government duty' written on them.
"Goutham Kumar and the agents of Bethi Subhas Reddy called me and my client to settle the matter in a hotel adjacent to the place of incident. There too we were threatened with dire consequences," said Mekala Srinivas Yadav
Further, the complainant stated that though the Pahanis disclosed lands at Kapra as patta lands the goons employed by Goutham Kumar through malafide intentions tried to capture the land and extract money. They had tampered and fabricated revenue records purporting the lands to be government lands.
On 21 March evening, while the complainant was at Jawaharnagar, the henchmen of the MLA surrounded the complainant with firearms at about 7:30 pm and threatened to kill him.
A case was filed under sections 120-B (criminal conspiracy), 166-A (non-recording of information), 1679 (public servant framing an incorrect document with intent to cause injury), 168 (public servant unlawfully engaging in trade), 170 (personating a public servant), 171 (wearing garb or carrying token used by public servant with fraudulent intent), 447 (criminal trespass), 468 (forgery for purpose of cheating), 471 (use of forged document), 307 (attempt to murder), 506 (criminal intimidation) of the IPC against Bethi Subhas Reddy and Kapra tahsildar K. Goutham Kumar.
