YSRUHS issues fresh notice for PG admissions after fake NMC letters led to cancellations

New Delhi: Following the cancellation of PG medical admissions (phase 1) for 2023-2024, fresh notifications have been issued by Dr YSR University of Health Sciences (YSRUHS) regarding admissions to colleges under management quota seats, revised allotment list under Competent Authority (CQ) and fees refund.

Due to fake or forged letters sent to some of the medical colleges of Andhra Pradesh regarding seat enhancement, the phase one admissions, scheduled to be held in the first week of September, had to be cancelled.

A spokesperson from YSRUNHS said, ā€œGenerally, we ignore such fake letters but this time these ones seem to have come from ā€˜NMC,ā€™ though later we realised that it was all forged and neither NMC nor the medical colleges had any communication regarding PG seat enhancement in AP medical colleges. Due to the confusion that ensued, the PG admissions to medical colleges had to be cancelled temporarily. However, we are promptly and constantly updating new notices or notifications including revised dates on our university websites. Candidates or anyone interested can find the revised notifications regarding PG admissions. Regarding admissions to management quota seats, the university has just issued temporary instructions.ā€

Management quota admissions

As per a recent notification, candidates who have been allotted seats in any private medical college in revised phase-I under Management Quota for PG (Medical) courses for the academic year 2023-24 on September 4, 2023, are informed not to report at the allotted colleges until further orders by the university.

It is because as per a notice by the National Medical Commission (NMC), New Delhi on their official website, YSRUHS has sought clarification regarding the actual post-graduate seats sanctioned by NMC in GSL Medical College, Rajahmundry for the academic year 2023-24.

All the reported/joined and not reported candidates have been advised to check the university website for further updates, notifications or notices.

Fees refund

Moreover, the registrar of YSRUHS Dr V Radhika Reddy has informed through a notice that the candidates who have paid the university fee for downloading allotment letters during the cancelled Phase-I PG (Medical) admissions and have not been allotted any PG (medical) seat in the revised Phase-I allotments should send a requisition to the university e-mail (appgadmissions2021@gmail.com) along with allotment letter and details including name, NEET PG-2023 rank and roll number, date of transaction for downloading the allotment letter and bank details such as name of the bank, account number and IFSC code, for refunding of the university fee.

College-wise allotment list of PG (medical) courses, Competent Authority Quota (CQ) Service Revised Phase-I, 2023-24 has also been put up on the university website. The last date for reporting at the allotted college is by 3 pm on September 9, 2023.

Admissions had been cancelled

It can be noted that around a week ago, the YSRUHS had notified that Phase-I admissions into Competent Authority Quota (In-service and Non-service) and Management Quota for PG (Medical) courses for the academic year 2023-24 had been cancelled. Phase-I notification for exercising fresh web options along with the revised seat matrix was released by the university shortly and candidates were asked to check the university website for further notifications and updates.

Fake, forged letters caused cancellation of admissions

On September 1, Arun Kumar Singh, deputy secretary of the Medical Assessment and Rating Board (MARB) of the National Medical Commission issued a notice that forged/fake letters had been issued to GSL Medical College, Rajahmundry for an increase of seats in MD-General Medicine from 14 to 40; in MS-General Surgery from 14 to 40 and in MS-OBG from 8 to 25 on June 2, 2023; in MD-DVL from 4 to 15; in MD-Anaesthesiology from 8 to 15; in MD-Radiation Oncology from 2 to 5 on July 7, 2023 on behalf of member or president, MARB. This was different from the original letter issued by MARB of NMC on May 19, 2023, which was for an increase of MD-General Medicine from 14 to 24, for MB-OBG from 8 to 15 and for MS-General Surgery from 14 to 24 seats.

Moreover, no applications were received from GSL Medical College, Rajahmundry for an increase of seats in MD-DVL, MD-Anaesthesiology and MD-Radiation Oncology for the academic year 2023-24 and hence, no communication was sent in this regard from MARB, NMC for an increase of seats.

Two other forged or fake letters with dates July 12, 2023, and July 14, 2023, were sent to Maharajah Institute of Medical Sciences (MIMS), Vizianagaram, Andhra Pradesh for increase of seats in MD-Radio Diagnosis from 15 to 24 seats and in MD-Anaesthesiology from 4 to 18 respectively, whereas no application was received from MIMS, Vizianagaram for these courses and hence, no communication was sent to the college in this regard from MARB, NMC for increase of seats.

Eight forged/fake letters were issued to Santharam Medical College in Nandyal for increase of seats in MS-OBG from 3 to 5, in MS-General Surgery from 4 to 17, for MD-General Medicine from 7 to 24, MS-Ophthalmology from and MD-Tuberculosis and Respiratory Disease, MS-ENT from 1 to 4, in MD-Anaesthesiology from 3 to 13 and in MD-Paediatrics from 2 to 11 on various dates of July and August whereas no letter of permission for increase of seats in the aforesaid courses had been issued by MARB, NMC.

Since the above letters are forged/fake and not issued by MARB, they cannot be considered valid permission from MARB, NMC.

Enquiry on three colleges:

An enquiry has been opened against three private medical colleges for allegedly producing fake permission letters from the National Medical Council (NMC) to raise the number of medical seats.

Dr YSR University of Health Sciences which is the supervising authority for medical education in Andhra Pradesh is making the enquiry on three medical colleges: GSL Medical College, Rajamahendravaram; Maharajah Institute of Medical Sciences (MIMS), Vizianagaram; and Shantiram Medical College, Nandyala who had indulged in this fraudulent practice.

"We called the principals of the three colleges and asked them to give their explanations. And we started the enquiry. The medical university initially accepted the Letters of Permission (LoP), mistaking them to be genuinely issued by the NMC and allotted the enhanced medical seats, but had to annul them on receiving directions from the medical council that they were fake," said Vice-chancellor of the university Korukonda Babji
