According to a release from the Indian Railway Catering and Tourism Corporation Limited (IRCTC), if an e-ticket is cancelled or dropped from the waiting list, a passenger will receive an OTP on their registered mobile number through which the money will be refunded.
The release further added that via this facility passengers would get to know the exact refund amount received by the agent on his/her behalf against the cancelled ticket or fully waitlisted dropped the ticket. The facility aims to streamline the cancellation refund process further so that the cancellation amount is refunded timely to the customer by the agents.

The release asks passengers to provide a correct mobile number to the authorised IRCTC agent, at the time of booking reserved rail e-tickets, to ensure, that the agent records his/her mobile number correctly at the time of booking reserved rail e-tickets. Only IRCTC authorised agents are permitted to book reserved rail e-tickets for the customer. The OTP-based refund for cancelled tickets or fully waitlisted dropped tickets will be processed only if the ticket is booked through the authorised IRCTC agents.
Previously, when a ticket was cancelled, the chances are that agents might cheat the customer by not disclosing how much money was refunded. This new facility allows for transparency and efficiency.
