Hyderabad: Telangana High Court Chief Justice Aparesh Kumar Singh has emphasised the judiciary’s commitment to delivering justice to every citizen, underscoring his vision of providing ā€˜justice to the last man in the queue.’

The Chief Justice on Friday participated in the 79th Independence Day celebrations and hoisted the National Flag at the High Court premises here.

Responsible for administering justice

Addressing the gathering, CJ Singh highlighted the Telangana High Court’s legacy in producing eminent judges and lawyers known for their expertise and calibre.

ā€œThe faith of the common man rests on the judicial institution responsible for the administration of justice,ā€ he said, praising the tireless efforts of High Court judges, district judiciary members and officers in reducing case pendency despite multiple constraints.

During the past year, the court received 74,768 cases and disposed of 72,414, demonstrating the collective effort of the bench and bar in ensuring both qualitative and speedy justice.

Infrastructure and accessibility initiatives

CJ Singh detailed recent measures to enhance infrastructure and accessibility:

- Facilities for persons with disabilities and transgender persons have been introduced.

- 100% CCTV coverage is now available in all district courts.

- Administrative sanction of Rs 1,053 crore granted for constructing new district court complexes in prioritised districts, with proposals for Rs 891 crore pending for other districts.

- Centrally sponsored schemes of Rs 16.58 crore approved for the 2025-26 financial year for court buildings and residential quarters.

- 99 E-Seva Kendras have been established across the state to facilitate citizen services.

Digitisation and technological advancements

CJ Singh highlighted technology’s role in transforming judicial efficiency:

- Supreme Court and High Court judgments translated into Telugu for over 3,500 and 2,000 cases, respectively.

- E-Payment module launched on 2nd January 2025.

- Digitisation of administrative and judicial records has been ongoing since 2017.

Lok Adalats and case settlements

The Chief Justice outlined efforts to resolve cases efficiently through Lok Adalats:

- Four national Lok Adalats (Sept 2024–June 2025) settled 25,37,379 cases and 26,36,278 pre-litigation cases.

- 2,495 regular Lok Adalats resolved 3,211 pre-litigation cases.

Strengthening judicial workforce

CJ Singh spoke about steps to reinforce human resources in the judiciary:

- Notification for 150 civil judge posts issued, with 49 candidates selected.

- 1,461 ministerial staff posts in district courts filled via direct recruitment.

- 212 posts across various High Court registry categories filled.

Plans are underway to construct a new High Court campus and district court complexes in districts lacking infrastructure, and to fill all vacant judiciary posts to strengthen public confidence in the judicial system, the Chief Justice said.

Concluding his address, CJ Singh reiterated his commitment to accessible justice, echoing Mahatma Gandhi’s vision. Certificates were presented to meritorious High Court staff students.
